CLEET Phases I & II Certification


Phase I — Foundational Knowledge
What we will cover:

Introduction to the Oklahoma Security Guard & Private Investigator Act – interpreting legal authority, powers, and limitations of a security guard.

Writing field notes and reports — how to document incidents, observations, etc.

Basic fire safety and use of fire extinguishers.

First aid / emergency response basics.

Professional conduct, ethics, public relations (some schools include this early).

Age and eligibility requirements: you must be at least 18 years old to become an unarmed security guard in Oklahoma.
Approximate length: ~20 hours
Outcome: You gain the baseline knowledge required for licensing — you’ll move on to Phase II with a stronger understanding of what your role entails.
Phase II — Applied Skills & Role of the Security Guard
What we will cover:

Public relations and communications: interacting professionally with clients, the public, law enforcement, etc.

Fixed-post duties, patrolling, and mobile security tasks: what a security guard actually does on the job.

Incident investigation and reporting: identifying security incidents, gathering information, writing follow-up.

Terrorism awareness / security mindset: understanding threats, preventative posture.

Review of legal limitations in practice: again about powers and boundaries but in applied settings.
Approximate length: ~20 hours (to bring the total of Phase I + II to ~40 hours)
What to Expect Logistically

Pre-requisites: must meet minimum age (18+), have no felony convictions (or other disqualifiers) in many cases.

After completing the training you’ll test for your license via CLEET’s private security division. One provider notes that completion of Phases I & II allows you to test for the unarmed security guard license.

Once licensed, continuing education is required to renew: For security guards, minimum 8 hours of approved continuing education during the licensing period.
